MidCentral District Health is seeking an enthusiastic and committed psychiatrist to join our Services for Older People (ElderHealth) team as soon as possible.
ElderHealth provides a geriatric and psychogeriatric medical service mainly to the elderly population of the Manawatu, Horowhenua and Tararua districts. There are approximately 170,000 people in the area, of whom 20,000 are aged 65 years and over.
Current medical staffing of the service at Palmerston North Hospital is four consultant geriatricians and two consultant psychiatrists (1 part time and the currently advertised position full time), a Medical Officer in OAP, in addition to a Registrar, Medical Officers (4) and House Officers (2).
S.T.A.R. 1 is a 15-bed psychogeriatric Assessment, Treatment and Rehabilitation ward. S.T.A.R. 2 is Assessment, Treatment and Rehabilitation for patients over 65 years. There is consultant medical support from a geriatrician. Professional Development and Peer Support occur from within the service as well as opportunities with Mental Health services at MidCentral, and a well established monthly peer review for OAP in the lower North Island.
Acute medical care and rehabilitation is carried out at Palmerston North Hospital and at Horowhenua Health Centre (Levin) (49 beds between the sites). Outpatient clinics are held at Palmerston North Hospital and Horowhenua Health Centre. Psychogeriatric beds are sited at Palmerston North Hospital where the geriatric and psychiatric components of the service share common resource and responsibility for patient care. The teams in both facilities are multi-disciplinary.
The position is full time, working in a key role within our multi-disciplinary team. In addition to meeting the qualification requirements of this position(above) you will require proven leadership ability, demonstrated teaching skills and a high standard of clinical care.

Our maturing and expanding Alcohol and Other Drug Service provides a comprehensive service to both the growing populations of Palmerston North City, Horowhenua and Tararua. Our client base is approaching 600, with an approximately even split between those on the Opiod Substitution and Generic programmes. We operate as a multi-disciplinary team that includes Clinical Psychologists, Social Workers, Counsellors and Registered Nurses. A part-time Senior Medical Officer is employed who serves primarily the Opiod Programme.

We are seeking enthusiastic and committed medical oncologists to join our team as soon as possible.
Palmerston North Hospital is one of six major cancer treatment centres in New Zealand, covering a population of 520,000. This tertiary service currently receives around 850 referrals for medical oncology each year.
The multi-disciplinary team in the service has a wide range of specialist skills and expertise and currently includes three other medical oncologists, five radiation oncologists, registrars, house officers, medical physicists, medical radiation technologists and nurses. We provide a regional service and outreach clinics are conducted in a number of hospitals across the central North Island.
We have facilities for In Patient and Out Patient chemotherapy management and an active research interest, both in clinical trials as well as a molecular biological transitional research programme with Massey University. We perform around 12 high dose chemotherapy with PBSCR procedures a year.
The service has modern radiotherapy equipment including three Linear Accelerators/two Simulators.
Applicants must be eligible for registration and recognition as a Specialist Medical Oncologist with the Medical Council of New Zealand, as well as having demonstrated clinical, management and teaching skills and the ability to work effectively within the multi-disciplinary team.

We are seeking an experienced and motivated Cardiologist to participate in the continuing expansion of our multi-disciplinary Cardiology Service as well as the Community Cardiology initiative.
Palmerston North Hospital has a six-bed Coronary Care Unit and dedicated attached cardiac ward.
There are facilities for exercise ECG’s, ambulatory monitoring, echocardiography (including TOE), diagnostic cardiac angiography, and the insertion and follow up of permanent pacemakers. There is a well established heart failure service as well as hospital based cardiac rehabilitation. Responsibilities will include participation in the newly established Community Cardiology programme which will provide specialist cardiologist and nursing support to outlying areas of the MidCentral region.
Our 420-bed base hospital serves a population of approximately 155,000 people.

We are looking for a full time Emergency Physician to join the two existing specialists and team at Palmerston North Hospital, New Zealand.
Palmerston North Hospital is a 300 bed secondary hospital, which services an urban population of 75,000 and a total population catchment of 161,000. The emergency department is a district trauma centre, servicing a geographically large area with pockets of isolated rural townships – Otaki, Wairarapa, Horowhenua, Tararua, southern Hawke’s Bay districts and Linton Military camp – with a rural population of 86,000.
The Level 5 Emergency Department is a modern facility with close access to ICU, radiology, and operating theatres. All acute services are provided on site with the exclusion of neurosurgery, cardio-thoracic and plastic surgery. Patients requiring these services are transferred to Wellington.
The Emergency Service is busy with approximately 36,000 patients a year and an admission rate of about 31%. There is a higher than average trauma workload due to work related rural injuries, and also road accidents from a number of state highways that transect the region.
Palmerston North is a major university city and is at the hub of key routes to the central North Island ski fields, and river adventures. Wellington the capital city, is only a 2 hour journey by road, as are the wine growing regions of Hawke’s Bay and Wairarapa.

Expressions of interest are invited from any Fellow of the Joint Faculty of Intensive Care Medicine (FJFICM) who may be seeking a new career direction. It is anticipated that a mutually agreeable work-package could be negotiated and structured according to the skills and needs of a desirable applicant. Ideally, the respondent will be at least 5 years post-Fellowship, as well as also qualified as a Specialist Anaesthetist. However individual FJFICMs who are more recently qualified and/or who have additional qualifications other than Anaesthesia are encouraged to respond in order to allow exploration of what could be offered.
The Palmerston North Hospital Intensive Care Unit operates in a closed fashion as a level 2 Unit, providing the full spectrum of general Intensive Care including CRRT and ICP monitoring. It has a stand-alone senior medical staff complement, currently staffed by Specialist Anaesthetists (who all provide Anaesthesia on a sessional basis when not engaged in Intensive Care Medicine), with an ICU-only after-hours call roster. There is also a stand-alone 24-hour RMO presence with sole responsibility to ICU. The Unit admits around 350 patients per annum of whom around two-thirds receive mechanical ventilation. There is an active Quality Assurance programme and a developing research culture.
Palmerston North Hospital is a 300 bed secondary care hospital, which services an urban population of 75,000 and a total population catchment of 166,000. Administratively, Intensive Care is part of the combined Department of Anaesthesia and Intensive Care.
It is anticipated that significant redevelopment of Critical Care services across the full spectrum will be occurring within the next 5 to 10 years, including the likelihood of a new ICU ± HDU. This offers an ideal opportunity for a senior FJFICM to come on board to help guide this process. It is anticipated that the FJFICM will assume Directorship of the Unit. It is anticipated that employment of an FJFICM will allow successful application for restoration of JFICM core training accreditation (formerly C6; currently accredited for JFICM Basic Training).
The actual pattern of work and any non-ICU clinical components will be subject to negotiation and mutual agreement, as will the remuneration package. We are seeking a specialist Radiologist to join our team of six Radiologists, two Registrars and a Nuclear Medicine Physician. Palmerston North Hospital serves a base population of 150,000 and is the referral centre for an Oncology population of 500,000. The department performs about 70,000 examinations a year.
We provide a wide range of diagnostic and interventional procedures. As well as plain film, fluoroscopy, mammography and ultrasound facilities, the department has a Phillips DSA unit and Siemens Sensation 16 slice CT. Scintigraphy has a GE starcam and Siemens twin head ECAM. A GE Signa 1.5T MRI is provided onsite by an external contractor. MidCentral Health is contracted to BreastScreen Aotearoa to provide Breast Screening services to most of the lower North Island. Participation in the Breast Screen service and/or MRI sessions may be available to the successful candidate.
The position may be a joint appointment with Broadway Radiology, the local private practice.
An attractive salary package is available to the successful applicant, including potential for share holding in the private practice.
The successful applicant will have knowledge and practice of a wide range of radiological procedures. An interest in Interventional Radiology or Scintigraphy would be an advantage.

Children's Emergency Department Starship Children’s Health requires Paediatric Emergency Medicine Specialists for our Children’s Emergency Department (CED). We have a full time and a part time (6/10) position available. Starship Children’s Health is a tertiary paediatric teaching hospital and associated services aligned with the University of Auckland, New Zealand. The CED receives 30,000 acute attendances per annum and is the paediatric advanced trauma centre for the region. There is a high acuity mix, with approximately 30% of children being admitted. The CED is in close proximity the Paediatric Intensive Care Unit, Radiology Department, and Operating Theatres and there are strong collaborative working relationships between these units dealing with acute illness and injury. The CED includes 9 short stay beds for management of children for up to 12 hours under the care of the Emergency Specialist. Auckland is a challenging and rewarding environment in which to practice Paediatric Emergency Medicine as we see a broad range of childhood illnesses and injuries. The CED is housed in a new purpose built facility with state of the art equipment and is staffed by a great team of health professionals. There are excellent opportunities to be involved in research and teaching. The positions will have a primarily clinical focus, with protected time for teaching, research and administrative duties. Clinical duties will include evening and weekend work, and involve supervision of Registrars and SHOs as well. You will be responsible to the Clinical Director, Children’s Emergency Department. You should have strong clinical skills, together with an interest and experience in teaching and have excellent training and experience in Paediatric Emergency Medicine. You would have FRACP and/or FACEM and must be eligible to be registered as a Specialist in Paediatrics and Emergency Medicine in New Zealand. Taranaki Base Hospital is about to begin an $80 million dollar redevelopment plan recently approved by the Ministry of Health. IT services are a priority and there is a strategic plan to innovate in the area of integrated information and technology.
The successful applicant should have comprehensive experience and training. Vocational Registration or equivalent qualifications recognised in New Zealand, such as FRACP. The Department of Medicine has a strong track record with education and training, and the successful incumbent will be expected to participate and contribute to the departments activities, including advanced trainee registrar teaching, audit and medical student teaching.
The position is available on a full-time basis. Applications will be considered from candidates wishing to work for a fixed term greater or equivalent to twelve to twenty-four months. Salary will be based on the recent MECA settlement and will take into account equivalent positions in the country. PRIMARY OBJECTIVE(S) OF THE POSITION
1. The Emergency Medicine Specialist is responsible as the Head of Department for providing professional, medical leadership and working in partnership with the Clinical Nurse Leader to co-ordinate the day to day management of staff and resources within the Emergency Department.
2. The Emergency Medicine Specialist helps to create an environment in which a high standard of clinical skills in Emergency Medicine are developed and maintained to provide quality patient care.
3. You will be expected to work up to 40 hours per week rostered shifts inclusive of weekends as per the roster.
KEY RESPONSIBILITIES
1. CLINICAL PRACTICE Supports the delivery of quality, evidenced based medical management within contract and budget.
Expected Outcomes: • Responsibility for overseeing, co-ordinating and personally providing effective, clinically appropriate and safe assessment and treatment, including clinical documentation of patients presenting to the Emergency Department. • Effective communication, referrals and liaisons with other hospital staff or community medical and nursing staff to arrange ongoing investigation, treatment or care of patients. • Working with fellow clinicians to ensure there is screening of all definitive investigation result reports of Emergency Department patients (within 24 hours of receipt of such reports), correlating with their clinical record and arranging appropriate follow up. • Evidenced based practice is encouraged through clinical as the basis of sound clinical practice. Approved projects will be supported including time for development, review and reading of relevant literature, the collection, compilation and processing of data as approved. • Participates and adheres to the LDHB Major Incident Response Plan (MIR Plan) as appropriate and when enacted, including the unit specific Emergency Department plan. • Supports the delivery of patient and family focused care in accordance with relevant legislation and standards documented by professional bodies and Lakeland Health. • Promoting preventative medicine in areas influencing Emergency Medicine such as trauma reduction (sexual, domestic, paediatric, industrial, sporting and vehicular). • Involvement in recruitment of junior medical staff via Human Resources. • Staff encouraged to maintain own health and well being and assistance given with referrals to Employee Assistance Programme, Health and Safety Co-ordinator, ED Medical Staff, etc, as required. • Being available for consultation by junior medical staff. • Participate in a flexible system of rostering and allocation of annual leave with quarterly annual leave plan, which meets service requirements and the terms of all the employment agreements and officially agreed variations. • Familiarize and utilize any/all patient care pathways, care guidelines, protocols as available at Lakes DHB.
2. PROFESSIONAL DEVELOPMENT Supports and facilitates education and professional development to provide quality medical patient management.

3. COMMUNICATION Regular, accurate and appropriate communication with all relevant parties is maintained.

4. MANAGEMENT OF RESOURCES Manages controllable expenditure in the Emergency Department in such a way to provide a quality, cost effective service.

5. We have vacancies for Consultant Radiologists at the Auckland City Hospital and Greenlane Clinical Centre.
The Radiology Department is organised into body sections and the current vacancies are in body imaging. You would have an interest in body imaging in all modalities involved, with the ability to perform a range of biopsies and basic interventional procedures. Alternatively, you could have an interest in Emergency Radiology.
The Radiology Department in Auckland has moved to its new facility in the Auckland City Hospital and has developed the Greenlane Clinical Centre as an Outpatient Facility. The department services an active specialist referral base with tertiary regional and national services. There is an AGFA PACS system with a virtually filmless environment.
The Inpatient facility at The Auckland City Hospital has 3 multislice CT scanners, 2 new angiography rooms and plans are underway to upgrade the third room to a combined surgical and interventional radiology room. There is MRI and high quality Ultrasound. The Paediatric Hospital adjacent is run by specialist paediatric radiology staff, some of whom rotate into this department. They have a separate CT but share MR and Interventional/angiography facilities. There is a further sub section of ultrasound servicing the National Women’s Hospital section of the facilities, staffed by Radiologists and Obstetricians.
A satellite Radiology Department adjacent to the Emergency Department and the Admission and Planning Unit has one of the multislice CT scanners, ultrasound and plain film rooms. This area handles most initial investigations of Emergency Department patients and patients for assessment for possible admission. There is very active clinical interaction in this area. A candidate for this position may have an interest in Emergency Department Radiology, and be able to work in this area as their area of interest.
The Outpatient facility has Ultrasound and general radiology with a public/private CT.
This is a big, exciting department, with active clinicians, high quality technical and nursing staff, and is excellently equipped. You would need to be a person who enjoys working in this type of multidisciplinary environment. There are frequent clinical conferences, and the department is the centre for registrar training for the Auckland region. The departments are part of the teaching facility for the University of Auckland and there are academic appointments within the radiologist staff.
Salary will be based on the ASMS collective agreement.

KEY RESPONSIBILITIES
1. Clinical Service :
Expected Outcomes: • The MO will provide a comprehensive clinical service for patients in the Lakes DHB area.
2. Inpatient:
Expected Outcomes: • Medical and low risk Surgical patients will be admitted under the direct care of the Physician/Surgical Team l. The Specialist will undertake all necessary ward rounds and direct the assessment, investigation and treatment appropriate to each patient. Close liaison with multidisciplinary team is required to ensure continuity of care. • The MO will discuss the patients with the Specialists on a daily basis as required and attend ward rounds as defined in the schedule titled "Weekly Timetable''. • The MO will ensure that criteria set for admission and discharge are met. • The MO will implement Unit policies and guidelines where clinically appropriate. • The MO will attend as appropriate to any enquiries and complaints from Patients relatives, staff or management. • The MO will provide medical reports to the Coroner, Police, Ministry of Transport and legal profession as required and to attend to other legal • Requirements when requested by appropriate officers working in accordance with Appropriate legislation. This should be done in consultation with the appropriate Specialist. • The MO will regularly review his clinical performances as part of the maintenance of professional standards. This activity will be performed with other colleagues through mortality and morbidity conferences, patient reviews and presentation.
3. Emergency Service
Expected Outcomes: • The Taupo MO, supported by Rotorua based specialists, will run a comprehensive emergency department to provide cover at all times. Paediatric, obstetric, psychiatric and surgical patients are referred on to Rotorua Hospital as required, after stabilisation. There are no acute admissions in these specialities.
• When a MO is on Duty but cannot fulfil their obligations and wishes to substitute a colleague, it is the MO responsibility (given practical consideration) to arrange a replacement. Changes to be notified to the Manager Taupo Hospital or Duty Manager after hours, Clinical Director, Taupo and Front Office Team Leader.
4. Day patient and Outpatient Services
Expected Outcomes: • The MO has the authority to transfer inpatients, outpatients, day patients and emergency department patients to other centres for medical care not available in Taupo according to predetermined and mutually agreed criteria.
In respect of this service the MO will -
• Manage patients, as far as possible, on an outpatient basis. • Efficiently use the Outpatient Clinics to ensure optimal utilisation • Encourage, where possible, the continued care of patients by their primary practitioner.
5. Documentation
Expected Outcomes: • The MO will provide reports, complete standard hospital documentation and record data as required and in the manner prescribed from time to time by the Employer. Reports on patients will be completed and made available promptly to referring practitioners. The MO will provide immediate reports by telephone as appropriate.
6. Networking and Liaison
Expected Outcomes: • The MO will participate in a comprehensive Health service and be involved in the co-ordination and education of nursing programs, participate in necessary meetings important for the identification of health problems. • The MO is also expected to maintain close liaison and provide a consultative, as well as an educational role for allied services. Involvement is clearly dependent on reasonable time considerations. • The MO agrees to work both the fixed and flexible sessions required to meet certain contractual requirements and will co-operate with the employer through the Hospital Manager in achieving these. • The MO recognises and accepts that the department will be required to meet certain output targets and he will co-operate with the employer in obtaining and collating the data necessary to fix these targets. • The MO will, in the event of a civil emergency carry out such other duties as the Employer may require. • As appropriate the MO will consult with other health professionals in respect of the care of patients, and will encourage and participate in multidisciplinary team meetings discussing the care and treatment of patients.
7. Professional Development
Expected Outcomes: • Facilitates the professional development of personnel within Lakes in a manner that is appropriate to the needs of each professional group.
8. Teaching
Expected Outcomes: • The MO will instruct, guide and supervise the work of junior staff including the trainee intern as necessary, give advice as required, and participate in tutorial sessions for all junior resident officers. It is expected that each Member of the Medical Staff will be given clear guidelines in respect of the requirements of the Department, is aware of the Employer's and Departmental policies, and maintains effective interpersonal relationships with other staff and patients. The review of performance will include a report on these matters.
9. Resource Advice
The MO will provide local clinical leadership for Medical and Surgical Services and provide professional advice to other professionals and managers to improve services.
Expected Outcomes: • Promote best practices for Medical and Surgical Services. • In keeping with their primary objective of providing high quality patient care and aware of being a user of finite resources, the MO will attempt at all times to work in a cost efficient manner and within budget. • Will ensure that resources are used efficiently. 10. Own Professional Development and Research
Assumes responsibility for own professional development.
Expected Outcomes: • In addition to his/her role in the continuing medical education of colleagues, the MO will keep abreast of relevant literature in respect of clinical matters, medical management topics, including quality assurance and medical audit. • As appropriate, and as approved by the Employer, the MO will attend Conferences on relevant topics both in New Zealand and overseas, and will attend local post-graduate medical meetings; in respect of such meetings and Conferences, the MO will report to his colleagues and thereby share – with them the information and knowledge obtained. • The MO will develop with appropriate management support to the best of their ability computer literacy to enable the MO to best utilise modern technology. • The MO may undertake research during regular working hours as time permits. Any research undertaken or involvement in therapeutic trials shall first have received the formal approval of the Research Ethical Committee and shall be in accordance with the protocol of that committee. Progress reports will be made to the Bay of Plenty Research Ethical Committee or successor as requested.
11. Continuous Quality Improvement
The MO will ensure that standards of practice and service are met, maintained and improved according to identified continuous improvement methods which support the Medical and Surgical Services Lakes DHB Quality Plans.
Expected Outcomes: • The MO, with their medical colleagues, will participate in the formulation and implementation of a quality assurance program (including the updating on a regular basis of protocols and procedures) for the medical service. Assistance may be available from the Employer's quality assurance officer (if any) as to the key components of the program. The quality assurance system developed will be regularly carried out and will incorporate review mechanisms in respect of patient care and a monthly audit of death reviews and critical incidents. • Standards of Practice will be consistent with standards set from time to time by the Royal Australasian Colleges. • The MO acknowledges that the Employer will need to contract with the Ministry of Health on standards of service, conduct and performance and they will assist the Employer in meeting these.

RESOURCES REQUIRED FOR THE PROVISION OF THIS SERVICE
• Minimum of four Medical Officers of Special Scale working within the hospital in order to share duties. These doctors are necessary to aid in the provision of continuity of care and for dealing with both day time and after hour ward and emergency cover. • Adequate secretarial and clerical help - essential for clinical documentation and administration. • Appropriate nursing for higher dependency inpatients and outpatient services, especially specialist procedures. • Access to appropriate specialist colleague opinions, liaison meetings, • eg: radiological, pathological as well as other clinical support. • Adequate Social Worker support. • Adequate physiotherapists, Occupational and Speech Therapist support. • Home visiting services, eg: Home care specialist Nurses. • Medical educators, e.g. diabetes, asthma, infection control dietician. • An efficient Pharmacy providing ready access to medications when needed. • The MO recognises that he/she is expected to use the Hospital’s Preferred Medicine List but can obtain other therapeutic agents when clinically indicated.

PRIMARY OBJECTIVE(S) OF THE POSITION
1. To provide safe and efficient Pathology and Laboratory services to the Company. 2. To provide advice to the Company on Pathology and Laboratory matters and professional Pathology and Laboratory standards of practice. 3. To instruct, monitor and advise Medical Officers employed by the Company on Pathology and Laboratory principles. 4. To maintain effective interpersonal relationships with colleagues, staff and patients, with the objective of improving hospital services, and handle sensitively any problems which may arise in this respect. 5. To consult and advise Laboratory Technology and Support Staff on all matters pertaining to the function of the Laboratory and its service, both on a routine, or rostered emergency basis. To authorise specific test requirements as necessary.
Note : Where the word 'Hospital' is used this shall be taken to include both Rotorua and Taupo Hospitals and any other site from which relevant Lakeland Health Laboratory or Pathology Services are delivered.
KEY RESPONSIBILITIES
The Pathologist will be responsible for the provision of the following services on a rostered basis with other Consultant Pathologists:
1.1 (a) Anatomical Pathology
The major commitment will be the macroscopic and histological examination and reporting of surgical specimens. The main emphasis is on gynaecological, breast, gastrointestinal and skin pathology.
The Pathologist will be required to participate in the Breast Screening program.
Examination and reporting of frozen sections.
Examination and reporting of gynaecology and general cytological specimens.
Performance, interpretation and reporting of fine needle aspiration cytology.
Performance of autopsies as required by the Company.
(b) Clinical Pathology
The Pathologist will be available to act in a co-ordinating role with regards patient problems in areas of Haematology, Microbiology, Chemical Pathology and Immunology, and refer the problem on to specialist pathologists/consultants.
(c) Locum Cover - Scheduled Leave
The Specialist agrees to provide internal locum cover for their colleague as part of their normal duties where their colleague is absent on a scheduled basis for annual and CME leave.
(d) Locum Cover - Other
Where locum cover is required for any other reason, the Specialist agrees to provide cover on the basis that they receive additional payment in terms of the Employment Contract as scheduled below. In addition, if requested by the Head of Service, after three days of increased roster cover, for reasons other than scheduled leave, the employer, in conjunction with the Head of Service, will immediately try to find external locum cover. If external cover is not available, the employer will negotiate to curtail non-essential services if requested.

1.2 The Pathologist shall notify the Company immediately, through the Head of Service where possible, of any illness which will prevent his / her from performing his duties.
1.3 In the event of a Civil Emergency, the Pathologist will carry out such other duties as may be required from time to time by the Company.
1.4 The Pathologist, in the performance of all of his obligations in respect of this contract, shall maintain an accepted national and international standard and an output at the level fixed by the Company following consultation with the pathologist and his / her colleagues. The Pathologist shall co - operate with the Company in obtaining and collating the data necessary to fix the output levels.
1.5 The Pathologist will see and advise within purchaser contracts on patients referred to him / her by Hospital specialist colleagues, by General Practitioners, midwives and by such other persons as the Company or the Minister of health may from time to time direct. Such advice shall be delivered promptly.
1.6 The Pathologist will provide reports, complete standard Hospital documentation and record data as required and in the manner prescribed from time to time by the Company.
1.7 As appropriate the Pathologist will consult with other health professionals in respect of the care of patients, and will encourage and participate in multidisciplinary team meetings discussing the care and treatment of patients.
1.8 The Pathologist will:
(a) Respect the role of the independent patient advocate (b) Respect cultural concerns (c) Respect each individual patient's dignity and rights and ensure that informed consent is obtained in accordance with the Company's policy before undertaking any operation / procedure.
1.9 In order to maintain high standards of practice the Pathologist will participate regularly with colleagues in a review of selected records, case note entries and referral letters.
2.1 The Pathologist will instruct, guide and supervise the work of junior and laboratory staff, give advice as required, and participate in tutorial sessions for all junior resident officers.
3.1 The Pathologist will be familiar with the concept, ethos, structure and purpose of the Clinical Services Model through which the Company operates; or any succeeding model.
3.2 The Pathologist will work, with his / her colleagues and other senior health professionals, and with the Nursing Personnel and other Hospital staff, in the day to day management of the Laboratory and the Hospital generally to ensure that resources are used efficiently.
3.3 As a major user of finite resources, the Pathologist will use resources and procedures in a manner designed to conserve such resources without prejudicing the treatment or well-being of the patient, taking cognisance or information provided by the Employer, advisory groups within the hospital and the Department of Health and other professional organisation as appropriate.
3.4 The Pathologist recognises that the Department must actively participate in the forward planning and budgeting of the Pathology Service to enable the realistic financial allocation to meet the needs of the service to be made.
3.5 The Pathologist recognises that the Department operates under tight budget constraints and will co-operate with the Head of Service and Management to ensure the department operates within budget consistent. Also with the need to safeguard the welfare of patients and will co-operate with the Nurse Leader (or deputy) in respect of Operating Theatre utilisation.
3.6 The Pathologist will be required to participate from time to time in assisting the Company in the formulation of policies and forward plans designed to facilitate the smooth operation and sound management of the Hospital.
Personal Education and Research
4.1 The Pathologist has a key role in the continuing medical education of the Junior Staff, and informing of Senior Medical Staff in respect of relevant clinical matters.
4.2 The Pathologist will maintain currency of knowledge and utilise relevant literature in respect of clinical matters, of medical management topics including clinical budgeting, performance appraisal, quality assurance and medical audit.
4.3 The pathologist will attend conferences on relevant topics both in New Zealand and overseas, and will attend local postgraduate medical meetings; in respect of such meetings and conferences, as appropriate, and as approved by the Company. The Pathologist will report to his / her colleagues and thereby share with them the information and knowledge obtained.
4.4 The Pathologist may undertake research during regular working hours as time permits. Any research undertaken or involvement in therapeutic trials shall first have received the formal approval of the Research Ethical Committee and shall be in accordance with the protocol of that committee. Progress reports will be made to the Bay of Plenty Research Ethical Committee as requested.
4.5 The Pathologist will develop to the best of his ability computer literacy to enable him to utilise modern technology fully.
5.1 The Pathologist, with his / her medical colleagues, will continue the implementation of a quality assurance program (including the updating on a regular basis of protocols and procedures) for the Pathology Service. Assistance may be available from the Company's quality assurance officer (if any) as to the key components of the program. The quality assurance system developed will be regularly carried out and will incorporate review mechanisms in respect of patient care and a monthly audit of death reviews and critical incidents.
5.2 Pathologist Standards of Practice will be consistent with standards set from time to time by the Company (after consultation with the pathologist and with reference to national guidelines).
The Pathologist will be committed to the Company's philosophy of "Continuance Improvement'.
EXPECTED OUTCOMES
The effectiveness with which the Pathologist has performed the job functions set out herein shall be measured with reference to :
(i) The quality of Pathology services provided by the Pathologist taking into account :
(a) The quality of Pathology, the advice offered and the co-operation given to the Company and the colleagues of the Pathologist in achieving the appropriate national or international standards of service for the patients of the Hospital. (b) Professional skills exhibited in carrying out of Pathology procedures as measured by peer review and quality audits. (c) The starting and completion of Pathology procedures on and within appropriate time limits. (d) The number of justified complaints (if any) received by the company in respect of the performance of the Pathologist. HOURS OF WORK

The Pathologist while rostered on call will be available at all times to consult with colleagues by telephone and to be called back to Rotorua Hospital. The Pathologist shall respond immediately and shall attend the Hospital when required as soon as appropriate.
He / she will respond to a paging call as soon as possible.

PRIMARY OBJECTIVE(S) OF THE POSITION
1. The Medical Officer Special Scale is responsible with the Head of Department for providing professional, medical leadership and working in partnership with the Clinical Nurse Leader to co-ordinate the day to day management of staff and resources within the Emergency Department.
2. The Medical Officer Special Scale helps to create an environment in which a high standard of clinical skills in Emergency Medicine are developed and maintained to provide quality patient care.
HOURS OF WORK You will be expected to work up to 40 hours per week rostered shifts inclusive of weekends as per the roster, currently 1:4 ratio. Hours of work may be a minimum of 8 hours per day between the hours of 0800 – 2400.
Although there is currently no call-back requirement it is envisaged that a call-back roster will be developed in the near future following consultation with all affected staff and contractors.
KEY RESPONSIBILITIES
1. CLINICAL PRACTICE Supports the delivery of quality, evidenced based medical management within contract and budget.
Expected Outcomes: • Responsibility for overseeing, co-ordinating and personally providing effective, clinically appropriate and safe assessment and treatment, including clinical documentation of patients presenting to the Emergency Department. • Effective communication, referrals and liaisons with other hospital staff or community medical and nursing staff to arrange ongoing investigation, treatment or care of patients. • Working with the Head of Department to ensure there is screening of all definitive investigation result reports of Emergency Department patients (within 24 hours of receipt of such reports), correlating with their clinical record and arranging appropriate follow up. • Acknowledging X-ray and Lab reports. • Evidenced based practice is encouraged. • Clinical research is encouraged as the basis of sound clinical practice. Approved projects will be supported including time for development, review and reading of relevant literature, the collection, compilation and processing of data. • Assisting with maintenance of the Lakes District Health Board Emergency Department Disaster Plans. • Supports the delivery of patient and family focused care in accordance with relevant legislation and standards documented by professional bodies and Lakes District Health Board. • Promoting preventative medicine in areas influencing Emergency Medicine such as trauma reduction (sexual, domestic, paediatric, industrial, sporting and vehicular). • Attendance at departmental meetings • Provide assistance and support to the Head of Department as required, (i.e attendance at meetings, assist with recruitment, etc) • Involvement in recruitment of Junior Medical Staff. • Staff encouraged to maintain own health and well being and assistance given with referrals to Employee Assistance Programme, Health and Safety Co-ordinator, ED Medical Staff, etc, as required. • Being available for consultation by Junior Medical Staff. • Participate in a flexible system of rostering and allocation of annual leave with quarterly annual leave plan, which meets Service requirements and the terms of all the Employment contracts and officially agreed variations. • Rosters will be notified, where possible with 28 days notice provided that less notice will be given when unpredictable changes occur. • Six weeks notice of any annual leave request must be provided, however less notice may be accepted by the employer in certain circumstances.
2. PROFESSIONAL DEVELOPMENT Supports and facilitates education and professional development to provide quality medical patient management.

The successful candidate will take part in a 1:6 on call rota with Registrar and house surgeon support.
Taranaki is situated on the west coast of the lower North Island of New Zealand with a population of approximately 105,000. The mountain to surf environment encourages outdoor living and recreational activities which are all available within minutes of New Plymouth, the provincial capital.
Taranaki Base Hospital, situated in New Plymouth, is a progressive regional secondary referral centre for the province of Taranaki with a wide range of medical specialties, an Intensivist-managed ICU, an HDU and a well equipped Radiology Department providing interventional radiology and respiratory related support, which includes digital radiology, CT guided biopsy MRI, CT and angiography. Taranaki Base hospital has video bronchoscopy facilities and a respiratory lab for spirometry and DLCO testing. A thoracic surgeon is available locally for referral for VATS/lung resections.
Taranaki DHB is currently developing regional links with neighbouring DHBs, including a tertiary centre for clinical support, education and peer support.
Taranaki Base Hospital is about to begin an $80 million dollar redevelopment plan recently approved by the Ministry of Health. IT services are a priority and there is a strategic plan to innovate in the area of integrated information and technology.
The successful applicant should have comprehensive experience and training. Vocational Registration or equivalent qualifications recognised in New Zealand, such as FRACP with renal subspecialty. The Department of Medicine has a strong track record with education and training, and the successful incumbent will be expected to participate and contribute to the departments activities, including advanced trainee registrar teaching, audit and medical student teaching. Anaesthesia is currently provided for adult and paediatric patients from various specialties, including Oral Health (dental and oral surgery), Ophthalmology, Otorhinolaryngology (ORL), Urology (including lithotripsy), General Surgery, & Gynaecology. It is expected that after expansion services will be provided to other specialities such as Orthopaedics. It operates over two sites, Middlemore Hospital, an 860 bed hospital with 11 operating theatres, and Manukau Surgical Centre, a purpose built elective surgical unit of 78 beds and 10 operating theatres with a separately staffed Intensive Care Unit. There is a wide range of clinical sub-specialties to tertiary level, excluding cardiothoracic and neurosurgery. A variety of terms and conditions of employment can be considered for the right applicant, including flexible hours of work, the option to work on call or not as desired, and a negotiable start date.
